The James H. Hulbert Memorial Scholarship will be awarded to junior or senior students at Washington State University majoring in agriculture and home economics. The students must be residents of Island, San Juan, Skagit, Snohomish, or Whatcom County. Awards will be based on a combination of scholarship, need, and leadership potential.
