Endowment income shall be used for a scholarship or scholarships to encourage either undergraduate or graduate students who intend to pursue and applied course of study in the field of rural community service and development, noting that these were the primary areas in which Mr. Alexander A. Smick devoted 42 years of service to WSC/WSU and the State of Washington.
